Description:"NMFS has received an application from Scripps Institution of Oceanography (SIO), a part of the University of California San Diego (UCSD), for an Incidental Harassment Authorization (IHA) to take marine mammals, by Level B harassment, incidental to conducting a marine geophysical (seismic) survey in the south-eastern Pacific Ocean in the Exclusive Economic Zone (EEZ) of Chile, May, 2012. SIO's seismic survey activities, which have the potential to cause marine mammals to be behaviorally disturbed, warrant an incidental take authorization from NMFS under section 101(a)(5)(D) of the Marine Mammal Protection Act of 1972, as amended (MMPA; 16 U.S.C. 1631 et seq.). The proposed action considered in this Environmental Assessment (EA) is the issuance of an IHA, by NMFS, for the incidental taking, by Level B harassment only, of small numbers of marine mammals, incidental to the conduct of SIO's seismic survey in May, 2012 (which includes a six-week buffer for operational delays), pursuant to section 101(a)(5)(D) of the MMPA. This EA, titled Issuance of an Incidental Harassment Authorization to the Scripps Institution of Oceanography to Take Marine Mammals by Harassment Incidental to a Low-Energy Marine Geophysical Survey in the South-Eastern Pacific Ocean May, 2012 (hereinafter, EA), addresses the impacts on the human environment that would result from issuance of this IHA for MMPA Level B takes of marine mammals during the SIO survey under the required monitoring and mitigation measures that would be specified in the authorization"--1.1 Description of Proposed Action.
