    A Report on the New York State Sea Grant Program from October 1973 to November 1974. This annual report covers the third successive year of institutional support to the State University of New York/ Cornell University consortium under the New York Sea Grant Program. During this year New York Sea Grant matured in three important ways: 1) Expanding productivity of the research program was demonstrated by increasing numbers of publications important to govern mental agencies and industry; 2) Our Advisory Service program broadened its base and now has a full complement of regional offices. This was accomplished with out sacrificing the quality of the program or its personnel. Under the able leadership of Bruce Wilkins, our Advisory Service is now one of the finest in the nation; 3) The success of the consortial relationship between the campuses of the State University system and Cornell University, the land grant college of the state, was marked by the authorization of the Boards of Trustees of both institutions to create the New York Sea Grant Institute. A primary theme of Sea Grant in New York has been making people more aware of their coastal zone and helping state government develop a coastal zone management plan.
