Description:A nonattainment area is a geographic region that fails nationwide air quality standards set by the Environmental Protection Agency (EPA) for one or more criteria air pollutant: ozone, particulate matter, carbon monoxide, sulfur dioxide, nitrogen dioxide, or lead. The EPA sets an acceptable air pollution threshold value for each of the six criteria pollutants, defined as the National Ambient Air Quality Standards (NAAQS).
Compliance with the ozone NAAQS is determined by the 3-yr average of the annual fourth-highest daily maximum 8-h average ozone (MDA8), as recorded by ground-level ozone monitors.
