    Sea Grant activities are designed to attack all facets of a problem-not just those aspects that appeal to individual scientists. Louisiana's program is concerned with management of all the state's coastal and marine resources. This has fostered extensive communications with groups and individuals representing state government, public education, and marine resource users. Planning and management of all Sea Grant education, research, and advisory service activities are undertaken with a prospective user's needs in mind. Major projects that draw on the fund of knowledge and organizational capability generated with Sea Grant sponsorship-​e.g., those by the U.S. Army Corps of Engineers, Louisiana Deep Draft Harbor and Terminal Authority, and the consortium of oil companies comprising the Louisiana Offshore Oil Port, Incorporated-​become, in effect, integral parts of the Louisiana Sea Grant Program, and are treated as such in this report.
