    Responding to growing public concern in marine oriented matters, Congress in 1966 enacted the Marine Resources and Engineering Act. This was followed several months later by the National Sea Grant College and Program Act. Under the aegis of this measure the University of Miami received institutional funding to provide education and training, applied research and advisory services related to ocean and coastal law. Among the more recent activities in this regard was the creation in 1970 of an Ad Hoc Committee, comprised of persons from the Ocean Law Program and members of governmental agencies, to develop proposals for improved regulation of local waterways. In 1971, at the request of the County Manager, its work was absorbed into a Task Force on Dade County Waterways Regulation. Sea Grant resources of the University aided this activity, and persons from the Ocean Law Program continued to serve on the community project in the Task Force. This assistance to the community, in the first comprehensive effort by a coastal county directed towards a coastal zone problem, was a fulfillment of the applied research and advisory service goals of the Sea Grant Program. This Final Report of the Task Force, issued as a Sea Grant publication, represents nearly two years of research and service in which University resources combined with government and private groups. The conclusions place special emphasis on the need for planning and managerial expertise at the local level in the management and regulation of waterways. This report may provide a viable model for other local governments. A summary of recommendations from the Task Force is included in this document.
