Description:"Amendment 2 revises part of the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species (HMS FMP) to ensure that it is consistent with guidelines to meet the objectives of the revised National Standard 1 Guideline in order to more effectively prevent overfishing and rebuild overfished stocks, or stocks that may become overfished. The Amendment will, among other things, reclassify stocks in the HMS FMP, including management unit species and monitored species; apply the international exception to all management unit species for setting annual catch limits per the revised NS 1 Guideline; and modify the process for revising numerical estimates of maximum sustainable yield, optimal yield, and status determination criteria. These actions in combination will not principally impact the extent or the manner in which HMS FMP fisheries are currently carried out.
