Description:"All organizations that fund or have regulatory responsibility for stream management projects have an inherent responsibility to evaluate projects and measure their success relative to stated goals and objectives. While a number of guidelines and manuals exist for developing specific elements of stream management projects, their focus typically is the engineering or design of construction projects-without providing a context for watershed processes or management. No accepted standard of guidance exists for stream management projects, and all existing guidelines are limited in scope with respect to the specific needs and considerations of the regulatory services in their project consultation programs and funding entities in their granting programs. Furthermore, resources are needed that direct, organize, and inform the review of stream management practices in a watershed context. This document addresses these needs by providing the tools and scientific basis to evaluate common stream management practices"--Introduction
