Description:The toll that disasters take on the Delaware Estuary and those who live on its shores depends largely upon the degree of emergency preparedness, speed of response, and effectiveness of recovery operations. This report defines emergency management; examines the roles that the Coast Guard, Army Corps of Engineers, and Environmental Protection Agency play in an emergency; and reviews how each of these federal agencies operated during an actual disaster the 1985 "Grand Eagle" oil spill. A comparison of the "Grand Eagle" spill and the 1989 "Presidente Rivera" spill is also included.
