In 1975 a study of the National Flood Insurance Program (NFIP) was undertaken at the University of Florida 's Holland Law Center. The purpose of the study was to develop a model food plain zoning ordinance that would be of assistance to communities in implementing the land management regulations adopted as a part of the NFIP.
