    The year 1973 was largely one of legal frustration for marine ecologists. Coastal state legislatures have been slow to adopt state laws to supplement and match fedex'al legislation on coastal zone management; doubts have arisen as to the effectiveness of a l974 Law of the Sea International Conference to solve vital legal issues crying out for definitive international resolution; and the free-world energy crisis has exacerbated control problems of petroleum development at sea. Though the prognosis may be pessimistic, the only realistic response by all concerned is to press forward on the broadest possible front to attain legal sanctions for necessary marine resources conservation objectives. The more extensive this effort is, the greater becomes the possibility of rewarding achievement.
