Description:

This document contains details of a plan for implementing the Prototype Regional Observing and Forecasting Service (PROFS) program. The plan is based on the concepts, schedule, and budget presented in the earlier PROFS Program Development Plan (PROFS PDP, 1978). Modifications to the original PDP are the result of broader input drawn from an interdisciplinary/interagency design team assembled in early March 1979. The original PROFS philosophy and objectives remain basically intact; whatever differences exist between the original PDP and this plan are the result of more detailed analysis performed by the design team.
