Description:Because the Pribilof Islands are located within the Seal Islands National Historic Landmark (NHL), NOAA consulted with the Alaska (State) Historic Preservation Officer (SHPO) at the Department of Natural Resources, Office of History and Archaeology. The SHPO determined that the environmental restoration and transfer of public lands and buildings represented an adverse impact to the Seal Islands NHL. Consequently, NOAA entered into a memorandum of agreement (MOA) with the SHPO to mitigate this adverse impact to the NHL. The MOA required NOAA to publish an annotated bibliography for public education as one of several mitigating measures. The publication of the Annotated Bibliography also serves the tenets of Presidential Executive Order 13287, Preserve America, and NOAA’s Preserve America Initiative.
