Description:Increases to a government organization's funding level can be requested through the budget initiative process. An Issue Paper is written to support such requests. The Issue Paper provides necessary background information, defines and supports the need for an increase, explains how the funds will be used and what benefits will be derived, and, finally, presents the amount of the increase being requested.
