Description:The Corps of Engineers (Corps) proposes to provide authorization to the Monterey County Resource Management Agency to implement the Scenic Road Protection Structure (SRPS) and Interim Sandbar Management Plan (ISMP) to protect public infrastructure from river and wave scour, reduce flood risk of private properties adjacent to the Carmel River Lagoon (lagoon), and to enhance habitat conditions in the lagoon for South-Central California Coast (S-CCC) steelhead (Oncorhynchus mykiss). In the enclosed biological opinion, NMFS concludes the Project is not likely to jeopardize the continued existence of the S-CCC steelhead Distinct Population Segment (DPS), nor is the Project likely to result in the destruction or adverse modification of designated critical habitat for S-CCC steelhead. Regarding EFH, NMFS has determined the Project will result in adverse effects to EFH, yet no additional EFH conservation recommendations are provided.
