Description:This analysis evaluates the impacts of the action to modify federal requirements for guided charter logbook submission in International Pacific Halibut Commission (IPHC) Regulatory Areas 2C and 3A. The analyses in this document address the requirements of Executive Order 12866 and the Regulatory Flexibility Act (RFA). The statutory authority for this action is the Northern Pacific Halibut Act of 1982 (as amended) (Halibut Act).
