Description:The individual transferable quota (ITQ) program is a new approach to fisheries management which the North Pacific Fishery Management Council (NPFMC) recommended and the Secretary of Commerce approved for the fixed-gear halibut and sablefish fisheries off Alaska. The NPFMC also is considering an ITQ program for the other groundfish and crab fisheries off Alaska, and the Pacific Fishery Management Council (PFMC) is considering an ITQ program for the fixed-gear halibut and sablefish fisheries off California, Oregon, and Washington.
