  This emergency rule would implement permit requirements to authorize vessels and processors to fish or and process pollock under the American Fisheries Act and provide the opportunity for inshore catcher vessels to form cooperatives for the 2000 fishing year. The emergency rule is necessary due to the statutory January 2000 implementation requirement of the American Fisheries Act.
