Description:This document contains a Regulatory Impact Review (RIR) and an Final Regulatory Flexibility Analysis (FRFA) that analyze the potential impacts of a regulatory amendment to require upgrades to certain data processing and communications technology carried by groundfish catcher vessels, catcher/processors, motherships, and on-shore processors, and other regulations. These data processing and communications upgrades are needed to support the groundfish observer program. The analyses in this document address the cost-benefit analysis requirements of Presidential Executive Order 12866, and the small entity impact analysis requirements of the Regulatory Flexibility Act.
