Description:This report identifies and analyzes the impacts that may result from the final critical habitat designations for threatened elkhorn (Acropora palmata) and staghorn (A. cervicornis) corals. Section 4(b)(2) of the Endangered Species Act (ESA) requires the National Marine Fisheries Service (NMFS) to designate critical habitat for listed species based on the best scientific data available and after taking into consideration the economic, national security, and other relevant impacts of specifying any particular area as critical habitat. NMFS may exclude particular areas from a critical habitat designation, but only if the benefits of exclusion outweigh the benefits of including an area within critical habitat, and provided the exclusion will not result in the extinction of the species.
