Description:In FY 2007 NMFS observer programs continued to provide high quality biological information on the nation’s fisheries. These data are utilized by NMFS scientists and fisheries managers carrying out conservation and management activities such as stock assessments, quota monitoring, and development of bycatch reduction measures. The importance of these scientific data sets was highlighted by 2007’s reauthorization of the
Magnuson-Stevens Conservation and Management Act (MSA). In particular, the reauthorized Act mandated the use of annual catch limits and accountability measures to end overfishing, emphasized the use of scientific information in fisheries management, and established a program to develop bycatch reduction devices to minimize bycatch, seabird interactions, bycatch mortality, and post-release mortality in Federally managed fisheries.
