With the passage of the Atlantic Coastal Fisheries Cooperative Management Act (Atlantic Coastal Act) in December 1993, the National Marine Fisheries Service (NMFS), in cooperation with the United States Fish and Wildlife Service (FWS), was charged with the responsibility of supporting the interstate fisheries management efforts of the Atlantic States Marine Fisheries Commission (ASMFC).
