Description:"The rule would: (1) require that U.S. purse seine vessels carry observers on all fishing trips with limited exceptions-in the area of application of the Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean (Convention Area) between the latitudes of 20° N. and 20° S.; (2) establish specific restrictions in 2016 and 2017 on the use of fish aggregating devices (F ADs) by U.S. purse seine vessels in the Convention Area between the latitudes of 20° N. and 20° S., including prohibitions on the use of FADs in July-September of each year, a limit of 2,522 sets that may be made on FADs each year, and a prohibition on the use of FADs on the high seas throughout 2017; and (3) establish limits in 2016 (3,554 mt) and 2017 (3,345 mt) on the amount of bigeye tuna that may be captured by U.S. longline vessels in the Convention Area. The bigeye tuna catch limits would not apply to the longline fisheries of the three U.S. territories that participate in the Commission, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands"--Supplemental information report on National Environmental Policy Act analyses (p. 1).
