"Stockton, the county seat of San Joaquin County, is located near the center of the Great Central Valley of California, on the southeast corner of the broad delta formed by the confluence of the San Joaquin and Sacramento Rivers (Figure I). The surrounding terrain is flat, irrigated farm and orchard land, near sea level, with rivers and canals of the deIta controIIed by a system of Ievees"--Introduction.
