"The compatibility of geopotential and temperature measurements made by radiosonde instruments of different countries or manufacturers is a long-standing problem. Attempts to determine the differences in these measurements date back to the 1950's and the International Geophysical Year. The Commission for Instruments and Methods of Observations (CIMO) of the WMO has sponsored a number of intercomparison tests over the decades in an effort to quantify the differences"--Introduction, paragraph 1.
