  The TSTAP’s 2025 recommendations to NOAA and Congress are informed by four years of briefings and findings from the analysis of multiple tsunami events. Detailed discussions of the recommendations are in Section 5, but the broad recommendations are: 1. Complete the Common Analytic System (CAS) currently in development for the two National Weather Service (NWS) Tsunami Warning Centers (TWCs) through deployment, and subsequent development of enhanced capabilities. 2. Support the authorization of H.R. 4073 —Tsunami Warning, Research, and Education Act (TWREA) of 2025.3 3. Support the education, preparedness, response, and mitigation components of NOAA’s end-to-end Tsunami Program. 4. Improve tsunami evacuations by refining the geographical areas and improving the content of alert messages. 5. Improve capability for tsunami detection and forecasting, including upgrades to instrumentation.
