Description:

This report documents the first phase of the WW3 modernization project, in which the basic principles of the project are defined. Section 2 documents the basic considerations and questions asked to define this modernization project. These questions were shared with the discussion group discussed in Appendix A. Section 3 documents the outcomes of the discussions, and Section 4 presents the tentative next phases of this project.
