Description:

As required under 50 CFR 424.21, we announced initiation of the 5-year review in the Federal Register (FR) and solicited relevant information (89 FR 92097; November 21, 2024). We specifically requested data available since the publication of the status review (Miller 2016). We did not receive any relevant information during the 60-day comment period. The NOAA Library provided comprehensive research support to identify relevant scientific literature and information available since the publication of the last review. In collaboration with subject matter experts, research librarians developed a systematic search strategy and performed an extensive search across major bibliographic literature resources and a wide range of relevant gray literature sources including organizational websites and literature repositories. The library systematically documented information regarding the resources and methods that were used and provided a digital library with the full text of the resulting literature to the greatest extent possible. We reviewed, synthesized, and applied the best available scientific and commercial data to make our determination.
