Description:To overcome apparent dry bias in the PE model, a change was introduced on September 8, 1970 which relaxed the saturation requirement and permitted precipitation at relative humidity values of 90%. In order to determine the effectiveness of this change, PE QPF categorical forecasts for Philadelphia were evaluated for the period November 1, 1970 to January 31, 1971.
