Description:"The new scheme is based on the premise that one of the most desirable overall verification measures is to determine how frequently forecasters deviate substantially from MOS guidance, and how effective they are when they do so. In order to take into account both how frequently and how effectively forecasters deviate from MOS, a new score has been formulated. This score is called Frequently and Effectively Departs Significantly (FEDS)"--Introduction.
