Description:First, this report will examine the current state of offshore wind development in the Northeast United States and the environmental challenges to that development. Second, this report will then examine New York law relating to offshore wind development. Next, this report will review European environmental laws that have incorporated NPI and net gain. Finally, this report will highlight ways in which New York may incorporate similar policies into its own environmental laws and policies.
