Description:In general, tribal participation in programs and policies of federal agencies is restricted to federally recognized tribes; however, the example discussed in this report of proposed tribal co-management of an MPA is explicit in its inclusion of tribes without federal recognitionn This report examines how an MPA protects those cultural and environmental resources, why marine sanctuaries are the best kind of MPA for protecting cultural and environmental resources, and how marine sanctuaries are created and managed. Then, it outlines current process of the National Oceanic and Atmospheric Administration (NOAA) for consultation with federally recognized tribes, and discusses the model of a marine sanctuary currently proposed by the Northern Chumash Tribal Council. Finally, this report explores several pathways for tribal management of MPAs.
