Description:The approach we have taken in this report is to let the summary, abstracts, and questions, concerns, and points of discussion which were presented in Part I of the report stand as a general record of the workshop in skeletal form. In order to expand upon many of these concepts and ideas beyond a description of the parameters of the problem Part II of the report presents full texts of many of the papers given in the technical session and edited texts of the Council session discussion leaders' presentations. Rather than summarize this material, we have in general left it to the reader to extract information relevant to his or her own concerns with respect to optimality and optimum yield.
