Framework Amendment 2 to the Comprehensive Fishery Management Plan (FMP) for the Puerto Rico Exclusive Economic Zone (EEZ) (Puerto Rico FMP), Framework Amendment 2 to the Comprehensive FMP for the St. Croix EEZ (St. Croix FMP), and Framework Amendment 2 to the Comprehensive FMP for the St. Thomas and St. John EEZ (St. Thomas/St. John FMP) (collectively Framework Amendment 2), includes actions to update the overfishing limit (OFL), acceptable biological catch (ABC), and annual catch limit (ACL) for spiny lobster for each FMP consistent with recommendations from the Caribbean Fishery Management Council’s (Council) Scientific and Statistical Committee (SSC).
