Description:The purpose of this amendment is to revise the acceptable biological catch control rules by clarifying the incorporation of scientific uncertainty and management risk, modifying the approach used to determine the acceptable risk of overfishing, and prioritizing the use of stock rebuilding plans for overfished stocks. Additionally, this amendment will specify conditions and procedures for using carry-overs and phase-ins in setting catch limits, including modification of framework procedures to accommodate implementation of carry-overs when applicable.
