Description:After review of the natural hazard mitigation and climate adaptation literature, we recommend the use of the benefit-cost ratio (BCR) for comparability of results across studies. The BCR expresses the value of benefits achieved for each dollar spent, calculated by dividing the value of benefits achieved by the costs expended. A 4:1 BCR, for example, means that four times the benefits are realized compared to the costs invested.
