Description:ESSA, the Environmental Science Services Administration, was created by Presidential reorganization of the Department of Commerce in July of 1965, merging the Weather Bureau and the Coast and Geodetic Survey. The Central Radio Propagation Laboratory was added by Secretarial authority in October 1965 to make ESSA a national focus to describe, understand, and predict the state of the oceans, the state of the upper and lower atmosphere, and the size and shape of the earth. From the staff and resources so. assembled, ESSA Research Laboratories was organized to conduct basic research necessary in fulfilling the responsibilities of ESSA. Headquartered at Boulder, Colorado, ERL provides a comprehensive study of man's environment ranging from the solid earth and the oceans to the earth's atmosphere and near space. ERL research contributes to our knowledge and understanding of the physical environment, helps to provide more accurate and timely warnings of threatening elements in the environment, and leads to methods of modifying the environment for the public benefit.
