Description:The National Marine Fisheries Service proposes to implement regulations for weakfish in the Atlantic EEZ. Five different alternatives are examined to regulate the harvest of weakfish in the EEZ. The alternative to prohibit the harvest and possession of weakfish in the EEZ provides the greatest biological gains with only short-term economic loss. This alternative also provides the best approach to reduce law enforcement loopholes. The weakfish fully recruited fishing mortality rate (F) averaged 1.91 for the period 1991-1993 (i.e., 80 percent of the population is harvested each year) (F was estimated at 1.6 in 1994), only 5 percent of maximum spawning potential per recruit is achieved, the directed fishery is primarily on 1 and 2 year old individuals, recruitment to the stock has declined by 36 percent since 1986, and the total landings have declined from 35,667 mt (80.0 million lbs) in 1980 to 3,577 mt (7.9 million lbs) in 1994. In 1992 and 1993 over 50 percent of the landings came from the EEZ. The condition of the stock necessitates that regulations be placed on the harvest in the EEZ to supplement the states regulations and rebuild this overfished stock.
