"Framework Adjustment 51 sets catch limits for fishing years 2014-2016 for white hake, as well as the 2014 quotas for U.S./Canada stocks. Based on updated information, this action revises the rebuilding programs for Gulf of Maine cod and American plaice. The action also adjusts management measures for yellowtail flounder and modifies U.S./Canada management measures to increase flexibility for groundfish vessels to harvest U.S./Canada stocks"--Cover letter.
