    This report details the results of an exhaustive study to identify options for strengthening regional management of the Great Lakes. The study, which included an extensive survey, interviews and case study analyses of key officials and citizens, yielded over one hundred recommendations for structural and operational change. Also developed was a single set of goals and objectives under which all Great Lakes institutions might operate; four scenarios for institutional change are discussed. The report also describes the `institutional ecosystem' for Great Lakes management, evaluates 15 alternate institutional arrangements for basin governance; and examines the structure and operation of principal Great Lakes institutions.
