"This document was prepared by the Mid-Atlantic Fishery Management Council (Council) in consultation with the National Marine Fisheries Service (NMFS). The purpose of this action (specifications document) is to implement commercial quotas and recreational harvest limits for the summer flounder, scup, and black sea bass fisheries in 2013 and the summer flounder and scup fisheries for 2014 that are necessary to prevent overfishing, ensure annual catch limits (ACLs) are not exceeded"--Executive Summary (page ii).
