Description:This paper gives an overview of the inception, development, and maintenance of portfolio analysis management systems at three other Federal agencies: the National Science Foundation (NSF), the National Institutes of Health (NIH), and the Department of Energy (DoE). The information in this document was gathered largely from interviews with agency staff, as well as from formal documentation. It also discusses how these systems have been used to inform and enhance agency operations. The best practices and lessons learned help devise a process for the development of a similar system at NOAA.
