    This biennial report describes activities within the Virginia Sea Grant Program during the years 1983 and 1984. In both years, the Program continued its combined research, education, and advisory services mission to address issues related to the utilization and management of marine and coastal resources. Many of the activities involving Sea Grant personnel are designed to assist Virginia's citizens or agencies as they face decisions concerning their particular interests in the Commonwealth's coastal lands and waters. Other Sea Grant projects have regional or national impact, either through the application of research results or as technology transfer occurs through the advisory services. The Virginia Sea Grant Program was formed in 1981 through the joining together of Sea Grant efforts at the Virginia Institute of Marine Sciences with those at Virginia Polytechnic Institute and State University. The initial two years as a single program with research projects located in several of Virginia's universities demonstrated that an effective administrative structure had been created for the Program and that the management procedures being employed were working as intended.
