The time has come to develop new strategic and implementation plans for the Texas Sea Grant College Program. That activity is currently under way for the period 2006-2010. As a part of this annual report, it seems appropriate to provide a summary of how well we succeeded in achieving the goals set forth in the strategic and implementation plans for 2002-2005.
