    Unfortunately, understanding how things work is not quite the same as knowing how to make them work better in relation to a given set of goals. We still have much to learn about the ways that sociology can be used for practical purposes. In the following pages I try to point out some practical implications of a series of modest studies of public opinion on coastal zone management. A required annual report to Sea Grant provides the occasion for taking stock and checking bearings to see how far we have come and where to go next. I hasten to add that this is not a cookbook of tested recipes. It is more of an exploratory essay on how to make sociological research more useful as a guide to action, and it is directed as much to sociologists as it is to the men and women who lead the movements to save the wetlands, prevent oil spills, or set aside coastal wildlife preserves. This essay is only one side of a dialogue. Feedback is needed from people who have had or will have occasion to try some of the ideas suggested here. Reports on their success or failure will help to improve our understanding of the processes at work in purposive institutional change.
