Description:"The National Marine Fisheries Service (NMFS) proposes to issue a scientific research permit for takes of marine mammals in the wild, pursuant to the Marine Mammal Protection Act of 1972, as amended (MMPA; 16 U.S.C. 1361 et seq.) and the Endangered Species Act of 1973, as amended (ESA; 16 U.S.C. 1531 et seq.). The permit would be valid for five years from the date of issuance and would authorize aerial and vessel surveys, focused on North Atlantic right whales (Eubalaena glacialis). Research activities would consist of photo-identification, surveys, and passive acoustics and would occur off the southeastern U.S. coast from December through April, annually. Three other cetacean species may be incidentally harassed as a result of the research. The objectives of the research are to: 1) monitor the distribution of right whales in the portion of the southeast critical habitat south of St. Augustine, Florida; 2) improve knowledge or right whale habitat utilization; 3) monitor reproductive success; 4) contribute to the right whale photo-identification catalog; 5) explore linkages between right whale vocalizations and behavior; and 6) evaluate the efficacy of a passive acoustic monitoring system"--Abstract.
