    As we confront in earnest the considerable challenges that society faces in this new century, we should all take heart from the events of September 11, 2001, in demonstrating, yet again, how this great Nation of ours comes together in the face of adversity. This publication, issued September 2002, was produced in cooperation with the South Carolina Sea Grant Consortium under NOAA Cooperative Agreement No. NA87RG0544. The National Sea Grant College Program is a partnership of academia, government and industry, focusing on coastal, ocean, and Great Lakes resources. The program operates through a university-​based network to enhance the Nation's resource management capabilities through programs of research, education and outreach. Three major events occurred during this period that will significantly affect Sea Grant and the Nation's future ocean and coastal agenda. They are: 1) the transition to a new Administration; 2) the convening of the President's Ocean Policy Commission; 3) the reauthorization of the Sea Grant Act. This biennial report provides the highlights of the 30 Sea Grant Programs and also includes new initiatives.
