Description:Hawaii’s marine sector was enriched, strengthened and stirred into greater activity in a number of areas during the period covered by this report (January 1, 1973), to June 30, 1975). Many of the developments that caused this upwelling of marine activity were connected with, and sometimes supported by, the Marine Affairs Coordinator. That support would not have been possible without the great interest in Hawaii’s marine potentials demonstrated time and again by the late Governor John A. Bums, by Governor George R. Ariyoshi, and by the members of the Hawaii State Legislature. What follows is a brief report to the Governor and the Legislature, and to the people of Hawaii, who are the ultimate supporters and the ultimate beneficiaries of these projects. One development that promises to have considerable long-term significance was the establishment in Hawaii, by the Rockefeller Foundation, of the International Center for Living Aquatic Resources Management (ICLARM). This new institution seeks to increase the world’s supply of food from the both by supporting aquaculture research and development, and by developing improved fishing and fishery management techniques. The establishment of a Natural Energy Laboratory at Ke-ahole Point on the Big Island may bring major energy research and development programs to Hawaii, and perhaps help free Hawaii, America and the world from a too-heavy dependence on petroleum-derived energy. The Marine Affairs Coordinator was deeply involved in the establishment of both ICLARM and the Natural Energy Laboratory. Other projects of significance in which this office made investments include surveys for new beds of precious coral that led to the establishment of a gold coral jewelry industry based on corals found in deep Hawaiian waters in the channels; a full-scale test of the environmentally-sound Submarine Sand Recovery System designed for Hawaiian conditions; an inventory of underwater sand resources off the western coast of the Big Island; providing ship charter that made possible the Blue Water Marine Laboratory for high school students; support for the Marine Technician Training Program at Leeward Community College; helping with establishment of a Diesel Engineering Section of Pacific Maritime Academy for the benefit of Hawaii’s professional mariners; establishment of anew educational program at the Waikiki Aquarium; surveys and studies of the State’s manganese nodule resources; support for the Makahiki Kai for schoolchildren; support for several important aquaculture projects; helping the State Department of Transportation prepare for testing of anew type ship that may be the prototype for a State inter-island ferry system; and many other projects, all covered in this report. Another important development during this period was the publishing of “HAWAII AND THE SEA — 1974’’. This was a review of the progress made in carrying out the recommendations of the original State planning document, “HAWAII AND THE SEA”, published in 1969. Conducted by a basic Task Force of twenty-four individuals from various areas of the marine sector, the 1974 report is “required reading” for anyone interested in Hawaii’s marine affairs and potentials. In addition to reviewing progress in carrying out the 1969 recommendations, the 1974 report contains some seventy recommendations —including a special listing of fourteen “most critical” recommendations. The Marine Affairs Coordinator regards this report as one of his most important guidelines.
