    This short-term study found that: marine business declined significantly during 1990 and 1991; this decline resulted from structural changes in the industry as well as a recessionary economy; the industry will likely rebound soon, though almost certainly not to levels witnessed during the 1980s; the original maritime zoning strategy appears well conceived and does not require major revamping at this time; there do exist ways for permitting some flexibility that would enhance the viability of the zoning strategy without compromising its overall intent, which may be warranted during recessionary periods.
