Description:The broad shallow soup bowl shaped estuary lies draped along Florida's east coast. Rimmed by a precarious barrier island to the east, a low relief sand ridge on the west and marshes and swamps to the north and south; the Indian River is the center of life today for over 700,000 Floridians. An increased awareness of the aesthetic, recreational and economic value of the water body has awakened the people of the six county Indian River region to the vital role the lagoon plays in the economy and to, the impacts to the lagoon which threaten those benefits and assets. The purposes of this report are to: 1. Describe the Indian River lagoon region. 2. Present goals, objectives and policies for the management of the lagoon. 3. Pose a concept for management of the lagoon through local government programs. This Management Plan and Implementation Strategy for the Indian River lagoon systems is born of the love, concern and caring of those people who gain their livelihood, their life style and peace of mind from the estuary. The scientists and organizers of FIRST (Future of the Indian River System) brought forth the issue of doing something to assure a productive future for the system. Those scientists must be thanked for their foresight and wisdom. Appreciation must be extended to the early members of the Marine Resources Council who accepted the m challenge presented by FIRST and brought people together from the six county Indian River lagoon region to seek solutions and resolve issues. This plan is the result of the work of the participants of the Indian River lagoon American Assemblies, the work of each member of the Interagency Management Task Force/Field Committee on the Indian River, the MRC membership and Steering Committee and technical committee from the Water Management Districts and scientific community. This work was made possible through the action of the lagoon legislative delegation and the Governor. The Florida Sea Grant Program and the Florida Bureau of Coastal Management encouraged, funded, staffed and monitored the entire process. Particular appreciation is extended for the extraordinary dedication of Cindy Cosper who directed and managed the Indian River lagoon program for DER.
