This is a programmatic analysis of the US Forest Service aerially applied long-term fire retardant program. It assesses the framework for including new retardants on the qualified product list, the listed species inhabiting national forest land, evaluating the probabilities of intrusions occurring on each national forest, the life stages of listed species likely to be present during peak fire season, and the effects of intrusions to those species and life stages. This programmatic biological opinion concludes that the operation of the aerially applied long-term fire retardant program is not likely to jeopardize ESA listed species or their designated critical habitat.
